  New and old standard scales are different

  On December 30, 2011, the State Council issued the "Opinions of the State Council on Strengthening and Improving Fire Fighting Work". On February 10 this year, the Ministry of Housing and Urban-Rural Development issued the "Implementation of the State Council's Opinions on Strengthening and Improving Fire Fighting Work." The Notice requires that all localities strictly implement the current relevant standards and regulations and the Interim Provisions on the Fire Protection of Exterior Wall Insulation Systems and Exterior Wall Decorations for Civil Buildings jointly issued by the Ministry of Public Security and the Ministry of Housing and Urban-Rural Development (hereinafter referred to as Circular 65) to strengthen the fire protection of construction projects. Safety management, which stipulates that "the civil insulation materials for civil buildings use non-combustible materials with a burning performance of Class A".

  The introduction of new government documents undoubtedly played a role in strictly regulating the market for exterior wall insulation materials. However, we found in the survey that most of the buildings currently under construction are still using Class B exterior wall insulation materials. At the same time, many properties in the near future have exposed the use of Class B insulation materials by developers to face the rights of owners, Beijing Tongzhou The owner of the community, even more dissatisfied with the developers using B2 grade combustible materials for house exterior insulation, went to the Tongzhou District Court to sue the developer.

  In this regard, a relevant person in charge of a developer said: "They have strictly complied with the Ministry of Public Security, Housing and Urban-Rural Development Department in 2009, and jointly issued the "Interim Provisions on Fire Protection of Civil Building Exterior Insulation Systems and Exterior Wall Decorations" (hereinafter referred to as Circular 46) It stipulates that: "The burning performance of civil building exterior insulation materials should be Class A and should not be lower than Class B2"; the "A Class of Non-combustible Materials" must be used in the latest government document No. 65, They explained that the legal effect of Government Document No. 46 is greater than Document No. 65. It is not illegal for developers to use Class B materials in accordance with Document No. 46, and that Class A materials cannot be purchased at all, so Class A materials are not used."

  The two government documents have different judgments on the use standards of building exterior wall insulation materials, which directly led to the controversy. On the one hand, buyers hope to live in a safer and more secure house, and hope that developers will bear the responsibility for building quality. In terms of the fact that developers use government documents as a shield and avoid responsibility, how to resolve the contradiction between the two, we still need to wait for the government to introduce new policies.

  In response to this controversy, a person in charge of the Housing Construction Committee said that the Ministry of Housing and Urban-Rural Development is currently negotiating with the Ministry of Public Security for communication. Whether the real estate enterprises are required to insist on using Class A insulation materials, the Housing Construction Committee said that it is still difficult to determine.

  Cost difference causes A-level materials to be difficult to find in the market

  For developers, A-level materials can't be bought at all, so we don't use the A-level materials. We visited some building materials markets. Most merchants said that they are currently selling B-grade insulation materials. Need, as long as you reserve in advance, you can still order it.

  Combustible B-grade insulation material is widely used in the market.

  When asked why most real estate companies still use this Class B combustible insulation material, many insulation materials company personnel said that the contractor used Class B insulation materials, mainly because the contractor sought to find the largest project in the developer's contract. Profit margins.

  The market material supplier provides the quotation to show that the B1 and B2 insulation materials boards are about 95 yuan per square meter; while the A-grade insulation materials are to be seen, for example, rock wool is several hundred yuan per square, and STP is about 100 yuan per square. .

  External wall insulation materials should be strongly regulated

  Some experts in the industry said that China's exterior wall insulation technology failed to meet strict fire protection standards at the beginning of its promotion, resulting in a blind development of a large number of low-end building insulation materials, low-priced inferior products flooding the market, the entire industry is at a low level. The existing low-end production capacity is collectively in a wait-and-see state, and even hinders the introduction and unification of national standards for various reasons, resulting in the backward production capacity cannot be withdrawn from the market in an orderly manner, and high-end production capacity cannot be developed in a sound manner. The lack of national compulsory standards has led to the flammable and combustible materials that should not enter the market to participate in market competition and occupy the advantages of price, and the market has entered a "vicious circle" of disorderly competition.

  In addition, the intensity of supervision should be further strengthened. During the fire protection design review of the construction project and the spot check of the fire protection design, the design of the external wall insulation system must be reviewed. Strengthen the inspection of the site during the construction process, strengthen the on-site inspection at the stage of fire inspection and completion inspection and registration, and ensure that there is no loss。
